We have partnered with a Global Oil and Gas Industry leader that is looking for a Commissioning Manager.

The Commissioning Manager position will be based in Houston at a Major EPC Project (Refinery).

Responsibilities for the Commissioning Manager:

  • Ensure compliance with global Commissioning and Start-up Services processes, procedures and technical standards related to best practice for Refinery Technology.
  • Provision of technology guidance and oversight to the project team and interface with client operations team.
  • Provision of Key Performance Indicators (KPI) and feedback for efficiency gain opportunity's against budget and schedule.
  • Interact with the Refinery Technology Business Unit.
  • Oversee guidance and mentoring for the development of Commissioning and Start-up personnel.
  • Oversee and approve estimates for Commissioning and Start-up budgets on the project.
  • Manage the sector commissioning managers in their assigned sectors and ensure verification of integrity of the work.
  • Manage Commissioning and Start-up risk management and interface with project management and facility operations team.
  • Provides leadership and education to ensure compliance with safety programs and requirements during commissioning, start-up and verification phases of a Major EPC Project (Refinery)

Requirements for the Commissioning Manager:

  • Minimum of ten (10) years' experience in the refinery industry.
  • Minimum of ten (10) years of pre-commissioning, commissioning, and start-up experience in international and or domestic projects.
  • Minimum of ten (10) years' experience in project management in oil and gas industry.
  • Bachelor's degree in Engineering or Construction Management.
  • Software skills in MS Word, MS Excel, MS Project, and Power Point and working knowledge of refinery operations.
  • Certification as a Licensed / Chartered Professional Engineer is desirable.
  • Experience with module development
  • Experience with management of multiple international contracting entities and locations supporting this Commissioning and Start-up activity.
  • Role will involve significant international travel
  • Capability to provide detail guidance and oversight in the verification of work sequence and integrity for facilities, systems completion, and completions management.
  • Familiar with all aspects of Completions Management Systems and facility systemization.
  • Familiar with Project Management practices including budgeting, forecasting, and change management.
  • Verifiable leadership and large project management skill and experience.
