Organisation Structure This post reports directly to the Port Director and is a member of SGL’s Senior Leadership Team (SLT). Job Purpose

Ensure the port, all employees, contractors and visitors operate in accordance with all relevant legislation, regulations, policies and procedures that apply to Solent Gateway Ltd (SGL) operations and business at all times.

Background

The Port of Marchwood is a commercial port owned and operated by SGL. SGL is a UK-based port and logistics company that is a joint venture between David MacBrayne Limited and GBA holdings limited. SGL was awarded a 35-year concession by the Ministry of Defence (MOD) to manage, operate and develop Marchwood Port, whilst providing the MOD with its required level of service. As part of its plan to develop the port for increased commercial business, there will be a major construction project ongoing from Aug 22-Dec 25 in addition to supporting routine port activity. Activity in the port will increase significantly over the coming years so effective management of the port and all who operate in the port will be essential.

SGL is a vibrant company that has a unique and exciting opportunity to develop a new commercial port facility in the Solent region. It will develop 64 hectares with excellent connectivity by sea, rail and road for new businesses, whilst supporting MOD cargo operations. There is a very high level of interest in access to the port and SGL is in advanced talks with several clients about long and short-term contractual arrangements. Marchwood Port will become a busy port-centric logistic hub accommodating a range of port activities and businesses.

SGL will be leasing land to future commercial clients which will develop and operate their own premises. SGL will also provide port services to future clients so a regular flow of cargo import and export will take place, which must be fully compliant with HMRC and Border Force regulations and processes. Marchwood Port will be a Freeport tax site and custom site within the Solent Freeport so will also have to comply with freeport regulations and processes, as well as maintain its Approved Economic Operator and Temporary Storage Site status.

This post is for a key member of the SGL SLT. The SLT is a close-knit team with all members operating collegiately and in an environment of mutual support and effective communications. It is a busy team running both ongoing operations and an ambitious transformation programme, so effective teamwork and positive, energetic working ethos is key to delivering success. The incumbent will work closely with the rest of the SLT to ensure all port activity is conducted safely, efficiently, effectively and in an environmentally responsible way. Continued compliance with all appropriate HSE, HMRC and other regulations is essential.

Main Duties

  • Oversee the maintenance of appropriate SHEQ processes and standards for all activity in the port, working with department heads where relevant.
  • Maintain and develop the SGL Occupational Health and Safety Management System.
  • Act as lead ISO 9001 auditor, maintain and develop the SGL 9001 Quality Management System and manage internal auditors.
  • Maintain the Wharf and Temporary Storage approvals.
  • Maintain and develop the Safety Event reporting system and act as final sign off on all Safety Event reports.
  • Act as lead investigator for significant safety events where appropriate and support departmental heads when conducting their own departmental investigations.
  • Work with SGL staff as appropriate to investigate significant security events.
  • Monitor and implement legal compliance with Corporate/Board/Companies House requirements.
  • Maintain the Port Explosives (ER 2014) and Firearms Licensing and ensure all activities within the port are compliant with the licence.
  • Maintain the port Lower Tier COMAH site compliance requirements.
  • Maintain Border Agency/Customs Requirements for both the temporary Storage Site and the Freeport Customs Site.
  • Maintain the port MATTE Risk Assessment and Environmental Agency requirements.
  • Maintain International, National and MoD Security requirements.
  • Oversee the seabed dredging licences and dredging contractors.
  • Work with departmental heads to identify and implement training programs for staff to satisfy statutory HSE requirements.
  • Prepare HSE and Quality dashboards for SGL Board meetings and other stakeholder meetings.
  • Develop the appropriate culture, ethos and approach to SHEQ throughout SGL.
  • Provide line management and administrative support to the Head of Security.

Accreditation. SGL was recently accredited ISO9001. The incumbent will be expected to maintain and develop this. It is anticipated SGL will want to secure and maintain ISO14001 over the next 2-3 years for which the incumbent of this port will be the SGL lead.

Compliance. Maintain safety registers, maintain environmental registers, monitor relevant legislation, ensure compliance with all relevant bodies including HMRC and Border Force and provide advice to SLT on SHEQ/compliance matters.

Liaison. Maintain, close, constructive and positive relationships with the relevant bodies including HSE, AE, MOD, MMO, Southampton Harbour Authority (ABP), Police and Fire & Rescue Services, Coast Protection, HMRC and Border Force UK. Close, constructive and positive relationships with these bodies is essential.

SHEQ. Working closely with all departments, customers, tenants and the Operations Team, audit and review their delivery of all aspects of SHEQ, the Port Marine Safety Code and HMRC and Border Force requirements. Drive continuous improvement into all aspects of SHEQ.
