Vetting Officer (Captain)
Client: World's Largest Oil and Gas Company based in Saudi.

Position Description:

  • The Marine Department is a vital part of Saudi Aramco Industrial Services Organization. The department has a reliable fleet of vessels to provide an assortment of Marine Services, to support the exploration, production and transportation of oil, in and around Saudi Aramco offshore concession areas.

Duties & Responsibilities

  • Plan and coordinate all Marine Department Officer Vetting activities in conjunction with the Senior Vetting Officer.
  • In conjunction with the Senior Vetting Officer, assist in regular consultations with Management reference Standards of Training and Certification of Watch-Keepers (STCW) issues and fleet training requirements.
  • Perform pre-hire and regular on-the-job assessments to ensure all officers serving on Marine Department owned and chartered vessels are competent and suitably qualified, holding valid International or Saudi Aramco recognized certification. Compile full report and acceptance/rejection letters for each Officer as appropriate.
  • Provide Management with expertise on International Maritime Certification and Manning Legislation.
  • Conduct officer vetting assessments on all officers serving on Marine owned and charter fleet (200 vessels) in addition to the Project Management fleet (150 vessels).
  • Conduct vessel on-hire and off-hire inspections and relay reports to relevant Management.
  • Conduct contractor orientation to ensure vessels and crew meet all contractual requirements prior to entering service with Saudi Aramco.
  • Monitor the Saudization of the Marine contractor workforce.
  • Conduct reviews of Curriculum Vitaes of up to 2000 officers per annum. Ensure officers work experiences are in accordance with the stipulations outlined in the vessel contract.
  • Perform vetting of certification as required for all contractor officers and catering staff.
  • Audit all Marine vessels to ensure they are manned in accordance with the Company and International Regulations.
  • Travel offshore and domestic as required.

Minimum Requirements

  • HND / HNC in Nautical Science from a recognized Marine Academy or Nautical College.
  • Valid Class I Master Unlimited Certificate of Competency (COC).
  • Fifteen (15) years offshore experience, including five (5) years command experience on AHTSS vessels.
  • Previous experience in shore side positions such as Port Captain.
  • Previous experience in teaching/coaching roles.
  • Hands on experience in Risk Assessment, Job Safety Analysis and Behavioral Based Safety (BBS) programs.
  • Excellent command of spoken and written English.
  • Excellent Interpersonal Communication Skills.
  • Excellent Computer Application Skills.
