Job description
Job Description as Construction Engineer with Stork:
The Construction Engineer is responsible for the safe, efficient and profitable execution of integrity engineering support for external clients, but will include support for internal project groups.
To provide advice and assistance to the onshore and offshore personnel to ensure legislation and company structural integrity management policies are implemented and complied with.
To work with the platform management team and onshore operation support team to monitor, review and improve the platform’s management performance.
Tasks and Responsibilities as Construction Engineer
Contract Delivery
Specifically to co-ordinate and provide input to integrity, inspection strategies, NDT, fitness for purpose assessments, risk-based inspection services relating to structures.
Assist project teams with planning, technical input, scheduling and resource allocation to meet project goals & objectives.
Development and maintenance of SIMS.
Development and maintenance of structural inspection maintenance Work Instructions,
Ensure that all structural integrity inspection activities are scheduled in the client’s Maintenance Management System (e.g. Maximo, SAP),
Overall technical assessment of each platform structure, using the results and assessments of each of the structural integrity management activities.
Overall management of the structures weight control system, including liaison with holder of the asset structural models,
Ensure fitness for purpose of the platform structures on an ongoing basis, including preparation of reports or technical notes thereof,
Performance of periodic and annual Technical Integrity Assessment (TIA) of each of the Asset structures and preparation of a report thereof, and to regularly review modifications to the platform structures as requested by the client representatives and offering definition of structural maintenance and repair works as required,
Liaise with fabric maintenance contractor on fabric maintenance works,
Attendance at periodic integrity review meetings,
Assessment of structural Anomaly Reports and maintaining a record thereof,
Preparation of presentations for client’s management and to relevant authorities as required,
Contribute to overall company planning and future strategy in conjunction with Business Manager.
Supporting other discrete work packages as may be required on a time-to-time basis.
Reporting & Compliance
To support other personnel in their statutory and regulatory responsibilities, where appropriate. (For example, in the preparation of end of year reports, regulatory compliance documentation).
To review KPI and ensure that these are achieved.
Contribute to the development of quality standards and ensure regulatory requirements are achieved.
Arrange periodic audits of the SIMS and associated SMS,
Arrange and/or perform post-incident audits as required,
HSEQ
Fully knowledgeable of the legislative requirements surrounding HSEQ aspects pertaining to their area of responsibility.
Assist with adherence to all risk management processes.
Support continuous improvements.
People Management
Where appropriate; establish and monitor project team working methods.
Follow appropriate protocols to ensure that the personnel selected for the scope of work are trained, qualified and competent to carry out the task.
To support the provision of advice to projects on the training and competence assurance of the job.
Where applicable; to support the company to recruitment and development of a suitable and competent workforce.

Specific Requirements for Construction Engineer:
Education
Essential
- Degree qualified in an appropriate Engineering Discipline
Desirable
- Chartered member of an Engineering Institute
Experience
Essential
- A sound working knowledge of structural design, structural damage mechanisms and structural modelling.
- Thorough knowledge of international codes and standards relevant to the Energy industry with specific requirements of ASME, API, DNV and BS / ISO codes and practices.
- A sound working knowledge in the various structural software systems which are currently applicable within the industry.
Desirable
- Working knowledge of key legislation and regulatory framework applicable to offshore regime with understanding of major accident hazards, performance standards, assurance and verification activities.
- Awareness of paint coat specifications and associated applications.
- Competent in maintenance management database systems.
