Technical Compliance Officer - London
An exciting opportunity has become available for a Technical Compliance Office to join a leading Flag State Registry based in London.
The primary purpose of this role is that of certification and training of seafarers under the state flag, adheres to the MLC (2006) through thorough auditing assessment of relevant party’s. This challenging position offers a wide range of interests and would suit a candidate who is self-motivated to deal with complex issues and produce practical and pragmatic solutions. This role does involve some elements of travel.

Essential Functions and responsibilities:
- Provision of manning guidance in relation to issuance to Minimum Safe Manning Documents to Owner, Managers and the Authority’s other stakeholders.
- Conducting Audits of Maritime Training Institutions.
- Report activities to the Head of Department- Seafarers & Manning
- Conducting of assessments for candidates to Certificates of Competency
- Representing the Authority at meetings/forum such as International Maritime Organisation, International Labour Organisation, Maritime Labour Convention (2006)
- Provision guidance to Owner, Managers and the Authority’s other stakeholders in relation to Maritime Labour Convention (2006)
- Provision guidance to Owners, Managers and the Authority’s other stakeholders on training and certification of Seafarers on ships and mobile offshore unites
- Supports other BMA departments in the development of technical policies, relating to seafarers, manning and MLC(2006)
- Provides support for responses to external technical and compliance enquiries.
- Delivers presentations on technical and policy issues to external forums as required.
Professional qualifications and experience and personal qualities:
- At least 5-7 years of experience in the maritime sector
- Education to Degree-level or equivalent
- STCW II/2 Deck/Management (Master) Certificate or equivalent
- Excellent understanding of STCW Convention
- Good understanding of Maritime Labour Convention 2006
- Highly developed written and oral presentation skills
- Good understanding of International Regulatory Process
- Good understanding of Maritime Training & Education
- Good understanding of Audits & Assessments
- Self-motivated and able to work without supervision
- Organised and capable of logical prioritisation of activities
Candidates who have sailed in the capacity of a master and have worked on/with mobile offshore units will have an advantage.
