Job Description Deck Foreman / HLO with Stork:

The Deck Forman is responsible for the leadership and co-ordination of the deck, and occasionally helideck crew to effectively provide logistical and service support in ensuring efficient and safe materials transfer, crane, boat, helicopter, scaffold and rigging operations.

Tasks And Responsibilities As Deck Foreman / HLO:

Main Duties

  • They are also responsible for ensuring all rigging and lifting equipment is in good condition, stored correctly and controlled efficiently.
  • Hold toolbox talks, conduct task analyses and risk assessments and raise permits for non-routine tasks.
  • The Deck Foreman is also responsible for providing logistical, rigging and general support to other departments.  Duties for which could include maintaining helideck equipment, planning and supervising offloading and back-loading of vessels and ensuring that crane corridors and no-lift areas are clearly identified and observed.
  • Waste management services for the platform in compliance with statutory and company regulations
  • Together with the LOLER Focal Point, maintain rigging & lifting equipment and control its issue and use as determined by operating procedures.
  • They will need to liaise with the Material Co-ordinator for the management and coordination of the supply vessels, including; manifesting, laydown management, backloading and distribution of received materials.
  • Assist in facilitating communication between the workforce, CNOOC and Stork personnel.
  • Be aware of the implications of legislation or other good industry practice relating to the tasks and location.
  • Keep all appropriate records and complete any necessary paperwork required.
  • The Deck Foreman will be required to act as the appointed platform HLO and within this role shall be required to organise the safe operation of the helidecks and surrounding areas including daily/ weekly checks of landing areas, fire monitors and associated emergency equipment.
  • Must ensure the helideck crew is sufficiently trained on maintaining compliance with company, client and CAA procedures.
  • Must ensure a valid work permit is issued for relevant work scopes, ensure all procedures are in place and all personnel involved are fully briefed and understand the requirements of said permit.
  • Must have knowledge of all relevant standards, specifications, lifting rules and regulations including permit to work systems.
  • The Deck Foreman shall be required to liaise with CNOOC, Stork Site Representative and various Department Heads.
  • Must be self-motivated, enthusiastic and confident working both as part of a team and on own initiative.

  • Demonstrate commitments to safety through language, behaviour and actions
  • Demonstrate recognition and responsibility for safety compliance of Nexen’s values and Site Safety standards
  • Promote and encourage team safety performance through worksite visits and participation in tool box talks
  • Promote and encourage environmental compliance and improvement initiatives
  • Lead and participate in accident and incident investigations where required
  • Hold and lead a Services Safety Meeting on each offshore rotation
  • Conduct and participate pro-actively in relevant audits as directed by OIM

Essential

  • Relevant Deck Operations Experience in an Offshore Environment
  • Knowledge of Stork and Nexen HSEQ Policies and Procedures
  • Communication Skills (both written and oral)
  • Permit to Work Skills Competency
  • Lead and direct Deck Crew & Riggers to ensure accurate knowledge and implementation of:
    • Accident Incident Reporting
    • Risk Assessment and Hazard Observation 
    • Hand Arm Vibration Syndrome (HAVS) Surveillance
    • Control of Substances Hazardous to Health (COSHH)
    • Provision and Use of Work Equipment Regulations (PUWER)
