1. Job Purpose:
Provides Support to Marine Technical in marine related matters with the prime function for planning and coordinating the inspection requirements of all vessels, rigs and barges utilized on company business. The position will hold the key responsibility for the tracking of vessel inspections and the upkeep of an auditable database of all inspections. Advises on vessel procurement and design, participates in contracts, negotiations and the follow up to vessel inspections. To conduct acceptance interviews for the acceptance of designated key marine personnel in line with relevant company standards.
2. Principal Accountabilities
- Maintains contact with International organizations, Gulf States, local regulatory bodies and other OPERATING COMPANY’s. Promote knowledge of OPERATING COMPANY Standing Instructions and Acceptance Standards to site and field personnel. Participates in international and local forums on technical issues relevant to marine issues. Travel required to offshore assets, vessels and sites for the implementation of the above, this may involve travel outside of the UAE.
- Follows OPERATING COMPANY Standing Instructions and Acceptance Standards. Acts as mentor and guide to train and direct, coach and motivate new team members including developees to reach their best potential and assist them into integrating within the marine technical team.
- Implements HSE policy by encouraging a safe HSE culture and submits BSA & HSE observations. Reports all unsafe Acts. Assist in the HSE audits of Marine Contractors
- Works within Marine Technical Team division to execute individual and team performance contract for logistics and Marine Division.
- Participates and performs technical vessel, rig & barge inspections to evaluate safety and operational standards in accordance with company inspection programme as required by the MTTL or nominated deputy. Carry out spot-checks on board vessel, rigs and barges to physically verify post-inspection follow up actions. Contacts with contractors as required. Writes report on the inspection. The position will involve travel some of which outside the UAE or Emirate of Abu Dhabi to conduct inspections.
- Performs other related duties as may be required by MTTL, including but not limited to monitoring the preparation and inspection of special assignment vessels when moving to location, technical assessment of unit specifications, risk assessments, evaluating tender documents or deputizing for other team members.
- Participates in Marine investigations following an incident. Write a follow up report on investigations.
- Represents for the Emergency Response Centre, this involves on duty periods out of office hours in line with duty cycle.
- Coordinates inspections of all vessels and marine units nominated for company business. Develops and maintains an auditable database of all inspections and close out actions. Liaise and support respective job officers and contractors to ensure satisfactory close of actions to enable the vessel to safely be placed on business. Advises on vessel procurement and design, participates in contracts, negotiations and the follow up to vessel inspections. In conjunction with the team leader nominate other team members to carry out vessel inspections.
- Acts as Job officer for those contracts which the MVS may be assigned from time to time, manage those contracts, related budget and deal direct with the vendor to ensure full compliance with the terms and conditions of the contract.
- Vessel to inspect will include but not be limited to the following (All vessels on long term charter. All vessels on short term charter for project requirements. All Specialized vessels. New vessels. Flat top barges. All Rigs/Barges/Jack up units)
- Works in line with HSE policy, and ensure awareness and compliance of HSE rules and regulations by subordinates.
3. Minimum Requirements [Knowledge Skills & Experience]:
- Master Mariner Certificate of competency STCW 11/2 (Academic Standard of B.Sc. in Marine Services). Minimum of 2 years experience in senior rank.
- 7-8 years experience in Marine Offshore Operations including towing operations. Offshore towage & AHTS’s, Construction Derrick Pipe laying, Dynamic positioning systems familiarity with vessel auditing using the common marine inspection document and knowledge of COMPANY – OPERATING COMPANY’s operational areas considered an advantage.
- Computer literate.
- Knowledgeable of Arabic both verbal and written considered an advantage.
- Up to date with current maritime legislation and Technological advances in vessels and equipment.
- Very good oral and written knowledge of English Language.
